ما زال الوقتُ مبكراً لتناول تداعيات ما حدث في الأسبوعْين الماضييْن بعد ما أثاره كلٌ من النائب جاسم السعيدي ووزارة الداخلية حول ما ورد في خطبة للشيخ عيسى قاسم. إلا إنني مثل أخينا نادر المتروك[1] أجدُ من السهل أن يتفهم المرء خروج الناس للتعبير عن غضبهم على ما اعتبروه تعديات استفزازية ومجحفة. فما حدث عشية مسيرة الغضب وبعدها بما في ذلك الجهود والبيانات الرسمية والبيانات لامتصاص ذلك الغضب يشي بأن الطرفينْ الرئيسيْن المعنييْن مستمران في مساعيهما المتناغمة لإفشال تحويل البلاد إلى وطن والناس إلى مواطنين وليس رعية أو أتباعاً

The Graduate School of International Development Studies at RoskildeUniversity, Denmark

announces a limited number of short-term scholarshipsintended for Ph.D. students already engaged in a formal Ph.D. studyprogramme, but who would be interested in pursuing part of their programmewith IDS, Roskilde. The scholarship is intended to students in thepost-fieldwork phase of their research. A certain preference will be givento students from the developing world. 3 guest scholarships are available for Ph.D. students for a period rangingfrom 3 to 5 months. The scholarships are in the amount of DKK 10.000 permonth and should cover basic living expenses. Travel to and from Denmarkwill have to be borne by the students themselves. IDS, Roskilde will to theextent possible assist students in finding accommodation, assist with visarequirements, etc. ­ The scholarships are available starting February 2009or soonest after.

Applications should be received no later than September 15th, 2008, with aresearch proposal/project, a CV and recommendations from your supervisorenclosed. Also specify the intended duration of your stay (3-5 months).

حول رسالة الاسترحام

لولا الصدفة لفاتتني قراءة مقالٍ نشرته ''الوقت'' بقلم الأخويْن عبدالنبي العكري وأحمد الخياط[1] انتقدا فيه بعض ما جاء في أحد مقالاتي حول أزمة التيار الوطني والديمقراطي[2]. ففي مقالي موضوعُ الانتقاد أشرتُ إلى أن وضعنا الآن أفضل مما كان عليه في بداية التسعينات. فحينها بدا الطريقُ مسدوداً في أعين الكثيرين وتسرب اليأس إلى قلوب مناضلين مخلصين وفرض عليهم طرْق أبواب السفارات سعياً لإقناع هذا المسؤول الخليجي أو ذاك بالتوسط لدى المسؤولين في البحرين. ولقد وصل سوء الحال إلى درجة سهّلت تسويق اقتراح بتوسيط الملك الراحل فهد بن عبدالعزيز. ومعلومٌ أن ذلك الاقتراح قبل عرضه على اليساريين عُرض على الجبهة الإسلامية لتحرير البحرين. ولقد رفضت الجبهة الاقتراح رغم أن لها في ذلك الحين عشرات الأعضاء في السجن ومئات المناصرين في المنافي بعد اضطرارهم للخروج من إيران. على أية حال أسهمت عدة عوامل بما فيها الظروف السيئة التي كان يعيش في ظلها بعض قادة المعارضة اليسارية في المنفى في تسرعهم بقبول الدعوة لتدبيج رسالة تعهد الوسطاء بإيصالها إلى العاهل السعودي الراحل

بعد قراءة مقال الأخويْن العكري والخياط لاحظتُ أن حماس محرر الصفحة في ''الوقت'' ربما أضاف إلى عنوان المقال ما ليس فيه. فلم أجد فيه رداً على ما كتبتُ. بل لم أجد فيه ما أختلف جدياً عليه مع الكاتبيْن إلا في نقطة واحدة. ولهذا نشرتُ نصُّهما في مدونتي رغبة في تعميم الفائدة. فحسب فهمي تمحور اعتراض الأخويْن على نقطتيْن. أولاهما هي عدم إشارتي لحالة الضنك والملاحقة الأمنية التي كان كثيرٌ من المناضلين في المنفى يعيشون في ظلها. أتقَّبلُ هذا الاعتراض ولا أجد عذراً يبرر عدم إسهابي في شرح الظروف المعيشية والأمنية التي كانت سائدة في دمشق وقبلها في بغداد وعدن وبيروت. وحتى لوْ حاولتُ فلن أستطيع إيفاء الموضوع حقّه ضمن الحيّز المتاح لمقالي الاسبوعي في ''الوقت''. أما الاعتراض الثاني الذي لا أقبله البتة فيتعلق باستخدامي كلمة ''استرحامية'' لتوصيف تلك الرسالة. لا أرى هذا الاعتراض مبرراً أو مقبولاً. فليست هذه أول مرة أطرح هذا الرأي بل إن جميع المعنيين يعرفون أن تقييمي لتلك الرسالة يختلف جوهرياً عن تقييم الموقعين عليها

1) PhD Scholarships at the University of Erfurt

Commencing 1 November 2008 the University of Erfurt will award PhD Scholarships in the following research areas:
1. Interdisciplinary Study of Religion (Graduate School of the Max Weber Center, the Interdisciplinary Forum for Religion and the Gotha Research Center)
2. Communication and Digital Media
3. a) Empirical Research in Economics and Behavioral Science b) Monetary and Financial Economics
4. a) Literary Studies: Texts. Signs. Media b) Language and Mind
5. a) Transregional Area Studies b) European Studies (Law, Economics, Social Sciences)

The Interdisciplinary Study of Religion program will offer several Postdoctoral Scholarships. In the research areas 2 - 5, a total of one Postdoctoral Scholarship for Women will be offered.

Successful candidates will be able to work in an outstanding research environment. They will profit from an innovative concept of mutual team support and an intensive mentoring programme. With their research they will be integrated into cross-disciplinary research teams. The research-oriented graduate training will be effectively supported by a corresponding program of study and further education.

Applicants for Scholarships must hold a Master’s or equivalent degree with top marks, or a PhD in one of the relevant core areas. Scholarships for PhD candidates are €1,000 per month and run for a period of up to 3 years. Postdoctoral scholarships are €1,500 per month and run for a period of up to 3 years.
Material and travel expenditures will also be paid. In Erfurt each scholar will have a workplace at his disposal. Scholars are requested to reside in Erfurt for the duration of their scholarship. 2) Two PhD Studentships and Two Postdoctoral Research Fellows in Islamic History and Maritime Ethnography - Institute of Arab and Islamic Studies, University of Exeter

Exceptional researchers are needed for an exciting collaborative three-year project. Directed by Professor Dionisius Agius, the fivestrong team will work on the MARES project (Maritime Ethnography of the Arabian/Persian Gulf and the Red Sea: people, trade and pilgrimage from the emergence of Islam to the coming of the Portuguese in the Western Indian Ocean).

Two PhD Studentships: Tuition fees (UK/EU or International rate) and £7,500 annual stipend.

You will need a Masters degree in a relevant subject and ideally have a background in archaeology.

أتاكَ الربيعُ الطلْقُ يختالُ ضاحكاً

تحت هذه الكلمات التي افتتح بها أبو تمام قصيدته المشهورة كتب أحمد عبدالمعطي حجازي مقالاً تعرض فيه للفرق بين الربيع في بلدان مختلفة [1]. فالربيع كما يقول ليس مجرد زمان يمر وإنما هو زمان ومكان. بل إن طبيعته التي تختلف من بلد إلى آخر تفرض على أهل كل بلد أسلوباً خاصاً في الحياة وتنتج وعياً بالعالم وثقافة تتأثر بالواقع وتؤثر فيه. فربيع البلاد الغنية بالأمطار يختلف عن ربيع البلاد التي لا تعرف المطر إلا في أصيافٍ متباعدة. ولهذا، يقول حجازي، فمن المنطقي «أن يكون ربيع مصر مرتبطاً بالنيل وخاصة بالفيضان الذي يغمر أرض الوادي في شهور الصيف. ثم ينحسر عنها ليبدأ موسم البذار في الشتاء فتخضر مصر وتزهر وتثمر. من هنا لم تكن فصول السنة في مصر القديمة أربعة فصول كما هي الآن عندنا وعند غيرنا من البلاد التي نقلت عن الأوروبيين تقويمهم، وإنما هي ثلاثة فصول تتوافق مع ما يتعاقب على البلاد من فيضان، وارتواء، وجفاف».ا

Invitation to attend doctoral course
Human Rights and Legal Empowerment of the Poor: Theory and Practice

Date: 2 - 4 October 2008

Organised by: Centre for Development and the Environment (SUM), University of Oslo

Principal objectives
a) To review and evaluate human rights and legal empowerment-based approaches to the study of poverty reduction, which will enable doctoral students to understand key poverty-related concepts and approaches that are currently widespread and influential among major international and national development agencies.
b) To provide an arena for critical and constructive feedback to written material submitted by doctoral students.

Lecturers
In addition to the organiser, Dr. Dan Banik, the lecturers include Prof. Arjun Sengupta (Centre for Development and Human Rights, New Delhi) Prof. Siddiq Osmani (Dept. of Economics, University of Ulster) Prof. Desmond McNeill (Centre for Development and the Environment, University of Oslo) Dr. Elisabeth Ashford (Philosophy, University of St Andrews) Dr. Bård A. Andreassen (Norwegian Centre for Human Rights, University of Oslo).

Who may apply?
The interdisciplinary nature of the course will appeal to students with a background in political science, economics, anthropology, geography, sociology, philosophy, development studies and law. The main target group is doctoral students at Norwegian and Nordic universities. In addition, the course will appeal to doctoral students in other European countries. We are particularly interested in the participation of doctoral students from developing countries.

Funding
The organisers will cover the costs of accommodation and meals at Randsvangen hotel, and will arrange for transportation from Oslo airport to the hotel and back. Participants must cover their own travel costs to and from Oslo, but we hope to obtain funding for some modest travel grants for selected students from the South.

حين يقتلُ الناسَ صمتُهم

قبل اكثر من أربعين عاماً نشرَ الشهيد غسان كنفاني روايته الأولى ''رجال في الشمس[1]'' التي تناول فيها جزءًا من حياة الفلسطينيين في نهاية الخمسينيات بكل ما فيه من مآسٍ و بكل ما كانت تحمله من إرهاصات

.

إلا أن أهمية الرواية التي تُرجمت إلى أكثر من عشر لغات لا تقف عند حدود الخبرة الفلسطينية بل هي تصلح لوصف بعض جوانب حياتنا في البحرين هذه الأيام. ولكنني ولأسباب لا تخفى لا أذكر الرواية الآن باعتبارها عملاً أدبياً رائداً وحياً بل لما توفره من مادة لمراجعة المسلمات. فهي تقول لقارئها حذارِ من الصمت. فالصمتُ جريمة. ولهذا السبب نفسه أعود للرواية ذاتها كلما أتاني من يكرر ما قاله مدرسُنا الطيب في المدرسة الابتدائية وهو يشرح عبارة ''إذا كان الكلام من فضة فالسكوت من ذهب''. وفي كل مرة أصل فيها إلى السطور الأخيرة في ''رجال في الشمس'' يزداد يقيني بأن السكوت ليس من ذهبٍ بل قد يكون جريمة بالفعل
